City Advances Welton St. RFQ

In early January 2026, the City of Denver’s Department of Transportation and Infrastructure (DOTI) issued a Request for Qualifications (RFQ) to begin planning a major upgrade for Welton Street. This initiative, called Welton Next Steps, builds on years of planning and aims to guide future investment in the corridor.
A Corridor with History
Welton Street has been part of Denver’s transit network for over 30 years. RTD’s light rail service began in October 1994, with stations at 20th, 25th, 27th, 29th & Welton, and 30th & Downing. However, 27th & Welton and 29th & Welton stations have since closed, and in 2018, RTD reorganized the service to create the L Line, which runs through Five Points.
Despite its proximity to downtown, ridership has remained low, even as residential development along the street has grown. The corridor is a two-lane, one-way street shared with light rail. Though traffic flows smoothly, parking is limited during the day, and evening hours can be challenging, especially with entertainment businesses on the street. There’s also no room for further expansion, with buildings close to the sidewalks and the light rail occupying a lane.
Why This Study Now?
The Welton Next Steps Study will re-evaluate existing conditions and explore improvements to transit, walking, and biking. DOTI will analyze the feasibility of enhancing green infrastructure, such as additional tree planting and stormwater management, while preserving the corridor’s cultural character. This study, funded by federal dollars, will help refine transit options and determine whether to retain light rail or explore alternatives.
